I added channel stores (originally started with just U.S.) on my public channel, but have made no other changes. Do I need to resubmit app, or does it work automatically and allow adding channel in the new regions?

Typically you have to republish. You can just re-submit the same package.
Occassionally RokuJoel will pop in and help get it updated faster in situations where the channel itself hasn’t changed and no additional QA is necessary.
