I have created a private channel to become acquainted to developing Roku sites. Now that I have it the way I want it, is there a way to request that channel to become public? How do i go about doing this? Also is there a cost associated to making a channel public?

My understanding is that it is possible but not something that RokuCo likes to do.
Given the case you described, i recommend instead creating a new, “public” channel with the same content - literally, upload the same signed bundle there - and submit for review. This by the way leaves the private version as a nice stepping stone, a staging/beta version of the app
