Does the public channel have to have a category screen or if i submit our channel how it is with just a springboard can it be approved?

Your channel can be whatever you want it to be. The review process is mostly to confirm that it works without crashing and to give our QA guys a chance to offer you feedback on how it might be improved before it goes into the Channel Store.
