Required to enable Nielsen if showing VAST ads?

Per the SDK Docs on RAF:

Roku mandates that all channels enable Nielsen DAR in their Roku apps. Even if the publisher does not have a direct relationship with Nielsen

We are about to submit our channel for certification, and we are going to show VAST tags (not using RAF backfill). Am I reading this correctly - is it REQUIRED that we enable Nielsen ad ratings?

We would prefer to not enable, but I guess we will if our channel wont get certified and published..

If you look at the v3.0 of the cert.list - just published yesterday - Nielsen DAR is chalked as “required” there
