when I go to CMD and type telnet (my ip address) 8080 nothing pops up, just a blank black screen..
before it would work and I can type Genkey so I can get the password to package the file.. is there a way around using cmd?

I highly recommend using Putty if you are on a PC. It is free:

Also, make sure that you have developer mode enabled on your device, it may reset if there was a recent software update.
Also make sure you’re not connected in another cmd window. The Roku only allows one connection per port at a time, so if you’re connected in another window, you’ll see what you’re describing.
And if none of the above suggestions help (all are good ones) reboot the Roku.
