I’m trying to refund a user’s in-channel subscription purchase. I see in the docs that there is a call in the web service api you can use to refund a purchase, but I’m unsure what Partner Reference ID refers to. Is this different from the partner api key?

Hi, this is the value you define that could be a value stored in your own billing system referencing this item. You can use this for a “Buy on Roku, watch on anything” system, like BigStar TV uses - you can buy or rent a movie on Roku and watch on your phone.
