Changing minimum firmware level

I have an approved app which has a minimum firmware level of V4. We made some changes so that it can run on Roku’s with lower level firmware but when I go to resubmit, I can only set the minimum firmware level to V4 or later, but not before. How can I set a the minimum firmware level to a lower level?
