I bought a roku device Second hand and wanted to relink it to my account to rename it, and I realized the previous owner never unlinked it. I don’t know the previous owner to ask them to remove it from there roku account. Is there any possible way to remove it or restart it completely?

That being said, just perform a factory reset from Settings->System->Advanced system settings->Factory reset.
