how we get option of web api setting

Here i am getting some problem in the roku developer dashboard, i am not getting the option of WEB API SETTING , below link is the image of my dashboard

But in roku sdk the option of WEB API SETTING in the developer dashboard just like below image-

Can anyone please help me in resolving this issue within my dashboard .

I believe you have to be enrolled into the Roku Billing Program to be able to see this.
